BC Bud Goes Global

I watched a BBC TV report on this subject today which was quite entertaining. Especially humorous was the lovely anchor trying to look serious and purposeful while introducing the clip! Unfortunately, the link was unavailable, but here is part of the story:

In front of me stand 120 marijuana plants whose thick bushy leaves cover the strong stems.
John explains quite nonchalantly that this is just a small growing operation, or grow-ops as they are known throughout Canada.
[...] Inspector Brian Cantera of the Royal Canadian Mounted Police (RCMP) in Vancouver believes that John's small grow-op is one of 20,000 to be found in residential houses around the province.
That figure excludes the larger grow-ops in industrial locations, not to mention the huge dope farms that are scattered around British Columbia's vast interior.
If Inspector Cantera's estimates are accurate, then British Columbia is probably home to the largest concentration of organised criminal syndicates in the world.
The striking aspect of BC's marijuana trade is that it has gone beyond the boundaries of traditional organised crime groups (although some are still heavily involved) and entered into the middle classes [astonishing! you can’t possibly mean it!].
Much of the revenue derived from BC Bud, as the cannabis crop is known, goes on paying college fees, perhaps buying a second car or making that holiday to the Caribbean just a little bit more affordable.
The trade is so large that the police in BC are faced with an impossible task.
[...] Billy Weselowski and his wife Kim have devoted themselves to helping vulnerable women caught up in drug and alcohol addiction to restart their lives.
Billy rails against those Canadians who are demanding the legalisation of marijuana.
"I've dealt with at least 20,000 addicts, and easily 10,000 will tell you they've relapsed on marijuana¿That's the underbelly of what marijuana (is) about - what it's doing to people. And it's like alcohol - it runs an industry."
But the marijuana growers have equally passionate supporters like Michelle Rainey who has the legal right to cultivate a limited amount of marijuana for medicinal purposes.
She says it is the only thing that helps relieve the pain inflicted by the debilitating Crohn's disease from which she suffers.
But she is sought by the US to face charges of conspiracy and money-laundering because of a legal Vancouver-based marijuana seed business with which she was previously involved.
Over the past decade, Canada has been moving slowly towards a more benign regime of toleration towards marijuana (although the current minority federal government of Stephen Harper vehemently opposes this development).
This has placed the trade in the middle of some intense arguments between Canada (and BC in particular) on the one hand and the US and its guardian on drugs orthodoxy, the Office of National Drug Control Policy, on the other.
If BC's marijuana trade ever did force through a change in the legal status of the drug in Canada, the implications for Canadian-US relations would be profound. This will be a crime story well worth watching.

Iraq War resister faces court martial
On July 15, 2008 U.S. Army PFC Robin Long became the first war resister since the Vietnam War forced to leave Canada and to be turned over to the U.S. military. Robin is currently being held in the El Paso County Jail, in Colorado, awaiting his Courts Martial. He will be present for his Courts Martial at Fort Carson, Co. He will likely be charged for AWOL, desertion, and possibly speech-related violations of military discipline; he is facing a General Courts Martial, the maximum penalty of such a trial is 20 years confinement. War Resister Is Deported

Today Army PFC Robin Long became the first U.S. war resister since the Vietnam War forced to leave Canada and turned over to the U.S. military. While dozens of supporters gathered this morning at Peace Arch Park on the Canadian-U.S. border, Robin was already being transported to Fort Carson, Colorado. He is expected to be immediately placed in pre-trial confinement and eventually court martialed for AWOL, desertion, and possibly other violations of military discipline.
Courage to Resist has made civilian legal representation available to Robin and will be doing everything possible to provide him our full support. We plan to collaborate with many other groups in our efforts to help Robin in the coming weeks. Refusing to fight in an illegal war is not a crime—except under the Uniform Code of Military (In)Justice.
At 19, the Boise, Idaho native joined the Army on the promise that he would not be deployed to Iraq. “I made it apparent that I didn't want to go to Iraq. I didn't believe in the war that was going on over there so that's why I was stationed at Fort Knox.” However, later Robin realized that “they didn't have any new people enlisting so they were just taking anyone they could.”
In April 2005 Robin was ordered to Fort Carson in preparation for deployment to Iraq. Robin recounted, “My superiors were telling me; ‘You're going to the desert to fight rag heads’. It wasn't like I was going to Iraq to liberate the people.” After his Army “battle buddy” didn’t report for deployment by leaving for Canada, Robin also went AWOL and eventually hitchhiked to Canada. Once there he spent several months doing more hitchhiking and hanging out at soup kitchens before settling down with the help of the War Resisters Support Campaign.
Along with a few other U.S. Iraq War resisters, Robin had been most recently living in Nelson, British Columbia, a town of 10,000 people 30 miles north of the intersection of Washington state and Idaho. Local police have gained a reputation of being hostile to war resisters. “We have enough hippies of our own” seems to sum up their attitude. Authorities claimed that because Robin was staying with different friends around Nelson, he was in violation of a previous order to notify authorities of his whereabouts—and this gave them the opening for an expedited removal. Robin’s bad luck continued when a conservative Canadian Judge ruled against his last ditch appeal.
“This is a gift from Stephen Harper to George Bush,” says Gerry Condon of Project Safe Haven, referring to the conservative heads of state of Canada and the U.S. “And it will trumpet that Canada is no longer a safe haven for AWOL GIs.” However, Gerry believe that “this is not the first of many deportations. It may be the first and the last. A minority government that ignores the will of its people and its Parliament will not be allowed to rule much longer.” Federal elections are expected to take place in Canada this fall.

Michael Scheuer Shares His Hubris

Although the headline might lead you to believe Mr. Scheuer has become a humanist, the rest of the article shows he is no apologist but simply trying to distance himself from the most outrageous activities that occurred under his watch. I used to think this author of Imperial Hubris was motivated by a clear-eyed understanding of what lines our nation should not cross. Perhaps we have different ideas (and ideals) regarding how deeply the foundation for a moral and ethical civilization must be to create a government of the people, by the people and for the people. DURHAM, N.C. — The creator of the CIA's "extraordinary-rendition" program says he has always distrusted interrogation intelligence flowing from the controversial practice, given that the admissions it produced were usually "very tainted" by foreign agencies who jailed suspects at the behest of the United States.
Michael Scheuer, an outspoken anti-terrorism crusader, took part in a Duke University law-school panel on Friday. There, experts debated the future of the highly controversial snatch, jail and interrogate program that he created, and whether it should survive beyond the administration of U.S. President George W. Bush, which has often justified rendition as an intelligence gold mine.
In Canada, rendition has become synonymous with the process that resulted in Ottawa's Maher Arar spending a year in a Syrian jail, where he was beaten with electric cables during the first phases of his captivity. Canadian officials have apologized to the telecommunications engineer and compensated him with $10-million (U.S.), upholding that he was wrongly smeared in intelligence exchanges emanating from Canada, prior to the U.S. decision to render him.
[...] In addition to Mr. Arar's case in Canada, high-profile renditions controversies have arisen in Germany and Italy. Mr. Scheuer made a point of saying he would personally put the German suspect back on a rendition plane, but did not say the same that about the other two cases. The program he conceived was restricted to targeting only the highest level terrorism suspects, he said.
Questioned about the Arar affair, Mr. Scheuer asserted that that rendition was not technically a CIA job, but rather an FBI initiative, by agents working in cahoots with unspecified agencies north of the border.
That prompted a response from Canadian lawyer Ron Atkey, who was in attendance to give a speech about the years he spent inside the Arar Commission battling government secrecy to reveal what Canada knew about the CIA rendition program.
Mr. Atkey pointed out Canadian agencies were found to have had no foreknowledge of the U.S. decision to put Mr. Arar on a Gulfstream jet and fly him to the Middle East, after his 2002 arrest in a New York airport.
"The biggest piece of baloney," Mr. Scheuer said. "They [the Canadians] were totally surprised like Captain Renault in Casablanca," he quipped. [my bold]
The allusion referred to a scene in the 1942 film, where a duplicitous French gendarme shuts down an illegal casino operation in Morocco - saying "I'm shocked, shocked to find out that gambling is going on in here!" even as he is handed a big win from the roulette wheel.
Mr. Scheuer went on to describe certain U.S. newspaper reporters as "scurrilous" traitors for revealing details of the rendition program.[...]

Wikipedia on Mr. Scheuer: [...] is a former CIA employee. In his 22-year career, he served as the Chief of the Bin Laden Issue Station (aka "Alec Station"), from 1996 to 1999, the Osama bin Laden tracking unit at the Counterterrorist Center. He then worked again as Special Advisor to the Chief of the bin Laden unit from September 2001 to November 2004.
Scheuer resigned in 2004. He is currently a news analyst for CBS News and a terrorism analyst for the Jamestown Foundation's online publication Global Terrorism Analysis.[1] He also makes radio and television appearances and teaches a graduate-level course on Al-Qaeda at Georgetown University. He also participates in conferences on terrorism and national security issues, such as the New America Foundation's December 2004 conference, "Al Qaeda 2.0: Transnational Terrorism After 9/11."

Condoleezza Rice, the US secretary of state, is to fly to London next week to tackle an escalating row over Nato troop reinforcements for Afghanistan, amid worries that the entire international stabilisation strategy is in danger of failing.

[...] Alliance divisions burst into the open earlier yesterday with a US demand that Germany, whose forces are in the relatively stable north, send combat troops and helicopters to the volatile south.

On Thursday [Robert] Gates met similar opposition from his French counterpart, Hervé Morin, in talks in

Washington. The mood in Paris and Berlin threatens a damaging replay of the transatlantic spats in the run up to the Iraq war five years ago.

[...] But the immediate crisis has been triggered by Canada, which has threatened to bring home its 2,500 troops from Kandahar, next to Helmand province where British forces are fighting the resurgent Taliban insurgency, unless other allies send reinforcements.

[...] Wrangling over the number of boots on the ground coincides with a flurry of warnings that the entire effort to stabilise Afghanistan could fail because of resurgent Taliban violence and a looming humanitarian crisis. On Wednesday the former US Nato commander, General James Jones, suggested Afghanistan was in danger of becoming a "failed state" because there were "too few military forces and insufficient economic aid". Oxfam separately urged troop and aid-contributing countries to undertake "a major change in direction".

Canada Flip Flops on Torture

Did someone get their nuts squeezed? Monsieur Bernier does look a bit, er, stressed. How awful to be stuck in a “diplomatic” position over reprehensible policies. You can't cover your ass and be a nudist at the same time!

OTTAWA (AFP) — Canadian Foreign Minister Maxime Bernier disavowed Saturday the inclusion of Israel and the United States on an official list of countries where prisoners can be tortured, and said the document would be revised.
"I regret the embarrassment caused by the public disclosure of the manual used in the (Foreign Affairs) department's torture awareness training," Bernier said in a statement.[...] Training diplomats to make them more aware of torture began after Syrian-Canadian Maher Arar in 2002 was deported by the United States to Syria, where he was imprisoned for nearly a year and said he was tortured.
A Canadian inquiry cleared Arar of all suspicions of terrorism and the Canadian government issued an apology and awarded him a substantial compensation. [my bold]

Canada places U.S., Israel on torture watch list

OTTAWA (Reuters) - Canada's foreign ministry has put the United States and Israel on a watch list of countries where prisoners risk being tortured and also classifies some U.S. interrogation techniques as torture, according to a document obtained by Reuters on Thursday.
[...] The document -- part of a training course on torture awareness given to diplomats -- mentions the U.S. jail at Guantanamo Bay in Cuba where a Canadian man is being held.
The man, Omar Khadr, is the only Canadian in Guantanamo. His defenders said the document made a mockery of Ottawa's claims that Khadr was not being mistreated.

War Games Alert

From Oct. 15 - 20, Operation Vigilant Shield 2008 (VS-08) will engage the Pentagon and Homeland Security in war games. The games “…resembles a war-time air scenario rather than an anti-terrorist drill.” In other words, this provides a further blurring of the lines between civil law enforcement and military rule.
