China Changes the Weather in Tibet

Too kooky news? Stuff of science fiction? Well, trust me because I needed more validation than that provided by Thought Criminal in the article below:

China has succeeded in creating another man-made snowfall in Tibet Autonomous Region to ease drought, local authorities said on Tuesday.
Technicians took advantage of suitable weather
conditions to carry out the artificial snowfall in the regional capital of Lhasa from 2:02 p.m. to 4:05 p.m. Saturday, said Gaisang Puncog, head of the Tibet Regional Weather Modification Center.

But I couldn't find any! Except,... then I found a link to last year’s report in Reuters:
China creates first artificial snow in Tibet

Wed Apr 18, 2007 9:46am EDT
BEIJING (Reuters) - China has created artificial snow for the first time in Tibet, Xinhua news agency reported on Wednesday, months after experts warned of melting glaciers and drought in the Himalayan region.
[...] "The first artificial snowfall proves it is possible to change the weather through human efforts on the world's highest plateau," it quoted Yu Zhongshui, an engineer with the meteorological station, as saying.
[...] Chinese scientists have warned that rising temperatures on the Qinghai-Tibet plateau will melt glaciers, dry up major Chinese rivers and trigger drought, sandstorms and desertification.
