Who Needs Terrorists?

Anyone who has worked or lived in lower Manhattan since the late 1970s will testify that the infrastructure was not adapted to accommodate the increased stresses since the 1980s real estate boom. Just taking the subway through Canal Street on a rainy day is risky business with it's perpetual leaking. Add a few extra drops from Mother Nature and, at the least, you will be late to work.
